This is normally cause by mojang being down or doing updates.

To check to see if mojang is down follow this link:

 https://help.mojang.com/

If under Service Statuses everything is showing "This service is healthy. All is good!" and nobody can connect to your server, please make a support ticket so we can look into the problem.

If only one person cannot connect then the issue is most likely on their end.
